You may not be aware, since the slang word has long been out of fashion, but "Reefer" is South Canadian slang of the early Twentieth Century for a "Joint" or what young folk today call a "Blunt" DON'T FORGET DRUGS ARE BAD, PEOPLE except for caffeine in tea. This title is obviously shorthand for "She's a loose, immoral girl who has weird and exotic cravings thanks to her drug addiction and she'll do anything to anyone in order to get those drugs". Where were the girls like this when Conrad was younger?
