Don't ask me what's going on here. Radical new skin-care routine? Total Torture Tickler Technology? Multi-piercings Machinery? Hmmm with a bit of digging it seems the author, Robert (excellent name! I like him already!) Bellem, was an incredibly prolific writer for the pulp-era magazines, whose biggest success was the hard-boiled Hollywood detective Dan Turner, in stories featuring (I quote) "adventure, sex and science fiction style stories". So in the light of that make what you will of said picture.
